The updated OM Code PMC is out now

In September, the IOC Executive Board (EB) adopted an amended version of the Olympic Movement Code on the Prevention of the Manipulation of Competitions (OM Code PMC), following a thorough review by a dedicated working group. The OM Code PMC forms part of the Olympic Charter and needs to be observed by the Olympic Movement, just like the World Anti-Doping Code.

The updated OM Code PMC is out now

With the first version of the Code dating back to 2015, a number of modifications were made, including:

  • Clear references to the OM Unit PMC within the Code, taking into account that the Unit was created in 2017 with the mission to ensure compliance with and implementation of the Code by all stakeholders in the Olympic Movement.
  • Clarification in relation to certain violations, in particular the scope of the prohibition of betting: the first version of the Code included mention of the prohibition of betting activities on both the participant’s competition and sport. The new version refers only to “the participant’s sport” and therefore clarifies the scope of the Code.
  • Clarification of the definition of “benefit”: not only financial but also relating to a sporting advantage (i.e. manipulating the results in order to change the qualification for the following events).
  • Sports organisations are further encouraged to coordinate their investigations with potential parallel law enforcement investigations.
  • Clarification in relation to the recognition and globalisation of decisions: taking into account the need for sanctions to be extended, notably the decisions taken by national bodies, the new proposed article clarifies relevant matters.
  • The role and importance of awareness-raising activities is further underlined.
  • Clear reference to the need for periodical consultation to review the Code.

The modifications are intended to constitute a balanced approach and are the result of an extensive consultation process.

Composition of the working group
The group which worked on the updates was composed of a wide range of experts representing International Federations (IFs), National Olympic Committees (NOCs), multi-sport event organisers, government representatives, academics and anti-doping experts, in order to ensure the integration of all relevant input. The entire process was strictly conducted in line with the rules contained within the OM Code PMC.

In addition, the rules on the prevention of competition manipulation for the Olympic Games Paris 2024 and the Olympic Winter Games Milano Cortina 2026 were approved by the IOC EB, reflecting the above-mentioned updates to the OM Code PMC.
