2024 Evaluation Commission Working Group concludes review of Candidature Files Part 2
The 2024 Evaluation Commission Working Group today concluded three days of meetings to analyse the Candidature Files Part 2: Governance, Legal and Venue Funding of the three cities competing to host the Games of the XXXIII Olympiad in 2024.
Meeting in Lausanne from 8 to 10 November, the IOC-appointed Working Group reviewed each of the files submitted in October by Los Angeles (USA), Budapest (Hungary) and Paris (France).*
Led by 2024 Evaluation Commission Chair Frank Fredericks, the Working Group will update the IOC Executive Board (EB) at its meeting from 6 to 8 December. Following this, the EB will confirm the transition of the cities to Stage 3. As was the case in Stage 1, the Working Group will then provide feedback to the cities via video conference following the EB meeting. This will assist the cities to continue building on their already strong projects and to course-correct their respective projects should they so wish.
“Our work this week has focused on analysing the cities’ Stage 2 submission, which covered Governance, Legal and Venue Funding, with a particular emphasis on the guarantees provided,” said Chair Fredericks. “We also discussed the course-correction proposals from the Stage 1 submissions, as Olympic Agenda 2020 enables the cities to refine and improve their individual value propositions during the candidature.”
Candidature Process:
The review and course-correction concept are new to the Candidature Process Olympic Games 2024 and stem from Olympic Agenda 2020, the IOC’s strategic roadmap for the future of the Olympic Movement. The first Candidature Process launched since the adoption of Olympic Agenda 2020 features a significant shift in philosophy, with a focus on continued dialogue, simplicity, transparency and reinforcing alignment between a city’s long-term development plans and the Olympic Games.
The Candidature Process is composed of three stages over two years leading up to the election of the host city for the Olympic Games 2024, in Lima, Peru, in September 2017. The three stages are:
· Stage 1: Vision, Games Concept and Strategy
· Stage 2: Governance, Legal and Venue Funding
· Stage 3: Games Delivery, Experience and Venue Legacy
The deadline for submission of the Candidature File Stage 3: Games Delivery, Experience and Venue Legacy is 3 February 2017. During Stage 3, in April/May, the IOC Evaluation Commission will visit each city, before publishing a final report that will be provided to all IOC Members, and made public in advance of the “Candidate City 2024 Briefing for IOC Members and Summer Olympic International Federations” in July 2017.
Next step for the Candidate Cities:
The next steps for the Candidate Cities 2024 are attendance at the General Assembly of the Association of National Olympic Committee next week, where they will be presenting. The following week, as part of the improved services provided by the IOC to the Candidate Cities, there will be individual workshops with each city in Lausanne focused on the Stage 3 deliverable. At the end of November, the cities will attend the Rio 2016 Debrief in Tokyo.
