Assessing our impact in order to build the Paris 2024 legacy

Aware that sport in general and major sporting events in particular can helpgenerate a range of impacts and promote or accelerate the implementation of various major societal projects, Paris 2024 wanted to put in place a shared and coordinated approach for assessing its Impact & Legacy strategy. This will cover the actions driven directly by Paris 2024, as well as those developed by the Paris 2024 Endowment Fund laureate projects.

Looking beyond this, the aim is to ensure that these assessment tools are distributed and adopted, particularly by laureate projects of the Impact 2024 call for projects, while ensuring a successful handover to the sporting movement in France and around the world.

Paris 2024 believes that sport, through its outstanding capacity to engage and mobilise, must be a core feature of responses to the challenges we face today. Recognised by the United Nations as a major contributor to the achievement of the Sustainable Development Goals, sport, a source of engagement, integration and personal fulfilment, is vital for transforming society. A robust assessment approach will enable us to support this belief and promote increased awareness of the social impact of sport. In this way, it directly contributes to the legacy that we want to build.

Our first achievements

Less than a year from the Games and after several years of dedicated work to shape the legacy of the event, Paris 2024 presents an updated evaluation report, aiming to measure the impact of its initiated projects and actions. This report aligns with the ambitious evaluation initiative that Paris 2024 has undertaken to gauge the impacts of its “Legacy & Sustainability” strategy. Following an initial version in 2021, this latest report, crafted with a team of evaluation experts, showcases the emblematic achievements of Paris 2024 and its ecosystem. It provides a comprehensive evaluation of all its programs, marking one year until the Games.

Our methodology

Paris 2024’s evaluative approach aligns with international recommendations for assessing the social impact of sports, mirroring the IOC’s 15 recommendation of their Agenda 2020+5, the 17 United Nations’ Sustainable Development Goals (SDGs), and OECD guidelines for organizers of global cultural, sports, and business events. 

Paris 2024 is committed to evaluating the effects of the “Impact & Legacy” strategy and, with this goal in mind, coordinates several initiatives. This approach is not intended to be restrictive and fosters potential collaborations with other actors (Government, research institutions) to broaden the assessment’s final scope.

In addition to Paris 2024’s social impact evaluation, the State and major local municipalities of the Paris region have agreed to conduct studies from 2024 onwards to assess the impact of the Olympic and Paralympic Games on France. This assessment will specifically consider the host communities, taking into account the legacy and support policies outlined by all administrations. 

Paris 2024’s evaluative process is overseen by an evaluation monitoring committee, comprising both French and international experts. They provide an independent perspective on the work conducted, in order to anchor the evaluation in the most rigorous and scientific approach possible.
