Coordinator of the International Congresses and Chief of Protocol for the Games of the XIX Olympiad in Mexico City in 1968, Eduardo Hay was Vice-President of the Mexican National Olympic Committee, Director of the Mexican Olympic Sports Centre, President of the Mexican Fencing Federation, and President of the Pan-American Fencing Federation.

Elected as an IOC member in 1974, he was a member of the Medical Commission since 1967 then Vice-Chairman of the Commission from 1980 to 1993.

A man of science and a polyglot, Doctor Hay was Professor of Gynaecology and Obstetrics at the National University of Mexico City; Director of the American British Cowdray Hospital in Mexico City; and Director of the Amparo Maternity Hospital also in Mexico City.

The IOC expresses its deepest sympathies to his family.
