Johnny Ruger was from Katonah, New York, and he later studied at Rutgers, earning a degree in economics in 1971. He made the 1980 Olympic team in his first year in biathlon, but after his competitive career ended, Ruger earned a masters degree in sports organization management from the University of Claude Bernard in Lyon, France. He later worked for the USOC in various aspects, as both a coach and administrator. But he also served as the Athlete Ombudsman for the USOC, providing independent advice to athletes, and working to secure the rights and serve the best interests of the athletes.
