Sergey Khlebnikov made his international début at the 1979 World Sprint Championships, where he was fifth. At the next World Sprint Championships in 1980, Khlebnikov was fourth and in 1980 he also competed at the Olympic Games, where he was ninth in the 1,000 and 15th at 500 m. In 1981, Khlebnikov won silver at the World Sprint Championships, which he improved to gold in 1982. At the 1983 World Sprint Championships, Khlebnikov was on pace to repeat his 1982 victory, but a fall in the second 500 m robbed him the chance. In 1984 Khlebnikov won silvers in both the 1,000 m and 1,500 m distances at the Olympic Games and again won a silver at the World Sprint Championships. Domestically Khlebnikov won three Soviet titles, in 1983 and 1984 in the 1,000 m and in 1984 in the sprint all-around.
