Art Andrew grew up in Illinois and studied engineering at the University of Illinois. He then joined the Navy and became a Navy SEAL, and was deployed to St. Thomas in the Virgin Islands. He loved the area and returned there to live after his Naval service and his marriage. He worked in engineering and designed or constructed many homes and facilities in St. Thomas, and also taught at university. Andrew re-engineered sewage and water lines in the Virgin Islands, restored the St. Thomas Synagogue, built International Plaza and many other projects for Public Works, such as Vitelco, Innovative, WAPA and Tutu Park Mall. He became involved in diving and spear fishing but took up sailing when he had ear problems. Andrews won the first Virgin Islands gold medals at the 1975 Central American Games in Santo Domingo. He was also an excellent bridge and paddle ball player.
