In addition to his Olympic appearance Kenneth Foote was an alternate to the Pan American Games team in both 1971 and 1979. He graduated from George Washington University in 1968 with a degree in electrical engineering, and then obtained a PhD in physics from Brown University in 1973. Foote competed in the 1970s for the Narragansett Boat Club of Providence, Rhode Island.

While obtaining his doctorate, Foote worked for Raytheon Company in the submarine signal division from 1968-74. He then served post-doctoral fellowships at Loughborough University of Technology in England from 1974-75, and the University of Bergen in Norway from 1975-81. Foote worked as a senior scientist at the Institute of Marine Research in Bergen from 1981-2001, and then became a senior scientist at the Woods Hole Oceanographic Institute on Cape Cod, Massachusetts. His primary research interests are in acoustic and optical scattering, physical and geostatistical methods for resource quantification, and sonar performance evaluation and calibration
