Austrian architect Hermann Siegholzer earned the bronze medal at the 1936 Art Competitions in Berlin for his work Vienna Racing Courses in the category Architecture, Architectural Designs, with his partner Herbert Kastinger. They built the first Labour Office in Wien after the Dessau model of Walter Gropius. Both, however, worked mainly in the field of housing construction, in which Stiegholzer was particularly concerned with the building of settlements and wrote on the topic. The team pioneered new concepts in urban housing.
