The Nagano Prefecture Paralympic Flame Festival will feature flame lighting in all 10 regions of the prefecture using a variety of methods that are indicative of the climate, culture and the lives of people in those areas, before those flames visit each area of the prefecture. The flames will then be gathered at Central Square in Nagano City, which was the venue for the medal ceremony at the Nagano 1998 Paralympic Games, where they will be gathered into one to become the Nagano Prefecture flame.

From there, bearing people's hopes for an inclusive society where anyone, regardless of age, gender, and whether or not they have an impairment, can belong to and contribute, and for the National Sports Festival for People with Impairments planned for 2028, the Paralympic flame will make its way from Nagano Prefecture, which host of the Paralympic Games and the 2005 Special Olympics Winter World Games, to Tokyo.

Flame visits 

In every corner of Nagano Prefecture, exhibitions and events will be held in city, town and village offices, gymnasiums, other places where anyone can easily visit, and support facilities for people with impairments, etc., to enable as many people as possible to experience the Paralympic flame and send it on its way as the Nagano Prefecture flame with their thoughts for the Paralympics and an inclusive society.
