The ILO has been promoting decent work through sports in partnership with the International Olympic Committee (IOC) since the signing of the cooperation agreement in 1998. For the London 2012 Games and the Rio de Janeiro 2016 Games, the ILO provided support based on its expertise on labour and employment issues. In this context, in May 2017, the ILO Director General Guy Ryder and Tokyo 2020 CEO Toshiro Muto discussed possible collaboration towards the Tokyo 2020 Games and agreed to sign a partnership agreement. The MoU was signed in April 2018 following a series of consultations between the two organisations.
Partnership under the MOU envisages the following activities:
- Raising awareness of the labour dimension of corporate social responsibility through the organisation of events such as the annual Sustainability Forums;
- Collection and dissemination of good practices amongst the Games' delivery partner companies on socially responsible labour practices, in line with the ILO Tripartite Declaration of Principles Concerning Multinational Enterprises and Social Policy (ILO MNE Declaration);
- Providing technical assistance to build the capacities of the Games' delivery partner companies to realise the principles of the ILO MNE Declaration through organisation of technical seminars, workshops, and roundtables;
- Development and dissemination of tools to support Games' delivery partner companies in implementing socially responsible labour practices principles.

The MoU is an agreement between the Tokyo 2020 Organising Committee and the ILO to jointly advance decent work through collaboration activities as listed in the previous question. The Games’ delivery partners including sponsor companies have cooperated in the implementation of these MoU activities through their participation in the Sustainability Forums and the development of company practices collection. Their participation is voluntary, and the MoU does not impose any obligation on the Games’ sponsor or supplier companies nor include activities to intervene in labour disputes of individual companies.
